I would say "applied to", because the grommet is going onto the fabric - or in this case, bag - but it just happens to have a hole in it. Yeah. ... By the way, why DID you put them on a brown paper bag?

Ah... I understand. They have these things called grommits that you stick in peoples ears to help them hear better, I was going to get them but I was miraculously cured so naha!

NO, we have those too. I think grommits are like little tubes that go through to the ear drum to let the sounds in properly.
