It's Teddy Bat!

Unjointed. Weird-ass black-on-black zebra patterned fake velvet, pink plush, red wool felt, blue safety eyes, blue velvet cord, embroidered face. Actually his head may be jointed. I can't remember. I think it is.
Teddy Bat is modeled on Mr. Whoppit, mascot bear to Donald Campbell, who broke the world water speed record seven times:

Alas, pushing 300 m.p.h. is a risky thing, and Mr. Campbell was killed in 1967 while trying to break his own record on Lake Coniston. Mr. Whoppit (unlike Mr. Campbell) was stuffed with nature's own kapok and was found floating on the surface of the lake.
Currently, an effort is under way to restore Mr. Campbell's vehicle, the Bluebird K7. Mr. Whoppit acts as the fund's mascot:
