Her best buddy is a classmate and nun-in-training who, despite being far too young to be allowed any serious vowage, let alone the uniform, often wears a full white habit and hears confession. I think the writer/artist picked her setting because she thinks the outfits are cool.
Verisimilitude levels are low, even for shoujo manga. Sailor Moon is kitchen-sink drama compared to this.
